President states the constitutional amendments have empowered the citizen

President Dr Mohamed Muizzu has stated that the constitutional amendments brought in have only empowered citizens. This, he said, would be apparent if political bias is set aside. He made the remarks while speaking with the residents of AA. Mathiveri Island.

In his address, the President reflected on this, stating that the purpose of the Constitution is to declare and define the sovereign power of the state and its territory, define the power of the people, define the rights and responsibilities of the people, and define the system, order and arrangements for the administration of the rule of law. The President went on to clarify the reasons under which the constitutional amendments were brought in. He referred to the amendment, which mandates that the approval of three-fourths of the Parliament and 143,332 citizens must be sought for any decision on the special economic zone.

The President added that Parliament approval now needs to be sought for any foreign military presence to be active on Maldivian soil, made possible by the amendment to Act 251 of the Constitution. It also prohibits the practical deployment of foreign troops in any form on its territory, for military purposes, except to participate in agreed military exercises, with the approval of a majority of the total number of members of Parliament.

The President also noted that the change in the conditions of becoming a member of Parliament also protected the rights of the people. Members contest elections as representing a particular ideology or party and therefore there is a covenant between the elected member and the people of the constituency, he said. In the covenant, the member agrees to fulfil his constitutional responsibilities, he said, adding that the amendment to the Constitution will protect the covenant made by the members.

Referring to the circumstances that must be passed by popular vote before an amendment to the Constitution, he noted that the power to decide on the referendum, which was in the hands of a few, has been left in the hands of the people.

He further added that the changes to the President’s roles and responsibilities addressed the gaps in the existing framework, where the President had no role in determining long- and short-term national developmental planning.

The 6th Amendment to the Constitution was ratified by the President on November 20, 2024.

The Government will implement climate and environmental development projects with complete transparency and accountability, Special Envoy for Climate Change Ali Ashraf assured on Monday.

Ashraf emphasised that the current Government would utilise climate adaptation funding transparently, stating that projects would be implemented with complete accountability. The climate envoy pledged to cultivate such a culture within the government.

He explained that reports were required to be submitted to climate change treaties regarding climate finance and noted that whilst small island nations had been granted submission concessions, the Maldives had proactively submitted its biennial transparency report ahead of the deadline.

Maldives relaxes new forex rule to offer revenue percentage option

Following mounting concerns over the recently enforced strict foreign currency regulation, the Government has submitted a new foreign currency bill to Parliament which includes a revenue percentage option for tourist establishments. Parliamentarian Ibrahim Falah introduced the bill.

The Central Bank, Maldives Monetary Authority (MMA), said in a press conference that the new bill had been drafted to address concerns raised by tourism industry stakeholders through intensive consultations.

The regulation mandates that Category A establishments, which include tourist resorts, integrated resorts, resort hotels and tourist vessels, must exchange USD500 through a locally registered bank for each tourist they accommodate. For Category B establishments, which include tourist guest houses and hotels with fewer than 50 rooms, the exchange requirement is USD25 per tourist; however, the new bill now offers an option of exchanging 20 per cent of the total foreign currency revenue.

Governor of MMA, Ahmed Munawar, told reporters that despite the concession, the Government’s ultimate target remained uncompromised. He noted that the new option had been included to ensure fairness to both sides.

The bill also introduces new exceptions, with tax, debt and other foreign currency payments being deductible from the forex obligation. The local tax authority, Maldives Inland Revenue Authority (MIRA), has been granted enhanced powers to effectively enforce the new law. These powers include the authority to demand financial information from establishments in cases of suspected evasion and non-compliance.

True progress is societal and intellectual development and self-sufficiency alongside infrastructure development: President

President Dr Mohamed Muizzu has stated that addressing societal challenges, promoting intellectual growth, and cultivating a constructive and self-sufficient society alongside infrastructure development through a holistic approach is the true progress he wishes for the Maldivian communities. He made the remarks while speaking with the residents of AA. Rasdhoo in North Ari Atoll.

President mentioned that meaningful, lasting, and genuine development can be achieved by avoiding political divisions, thinking with self-awareness, and progressing together.

The President expressed optimism regarding the infrastructure projects requested by the community. He highlighted that Parliament had approved the budget for the upcoming fiscal year 2025, ensuring that development initiatives can be undertaken in Rasdhoo as well as other regions of the country

The President added that the 2024 budget was formulated by the Finance Ministry of the previous government without accounting for the contributions made during the transition period.

Sharing his vision 2025 and 2026, the President underscored that the goal is to initiate and complete the promised projects across various development areas, ensuring no distinction between small and large islands. In this regard, the President assured the people of Rasdhoo that the island’s harbour would be developed according to their request.

Since fishing is a crucial sector for Rasdhoo, the Government aims to enable the community to produce ice locally, ensuring the fish remains fresh, instead of centralising control. The President mentioned that the people of Rasdhoo share this goal, and his Government is collaborating closely with the Councils to facilitate the necessary support.

As Rasdhoo continues to develop its tourism industry, the President emphasised the importance of promoting tourism in an environmentally sustainable way. He encouraged guesthouses in Rasdhoo to rely on solar power systems and make the switch to renewable energy.

The President acknowledged that some requests from the community could not be met due to last year’s budget, stating that the primary focus last year was to stabilise the economy and prevent bankruptcy. He noted that the Maldivian economy would progress from this foundation and affirmed that the Government would continue to support Rasdhoo, which is home to both the fishing and tourism industries.
