Maldives criticises COP29 climate finance as insufficient, calls for increased aid

Minister of Climate Change, Environment and Energy, Thoriq Ibrahim, has voiced the Maldives’ concerns regarding the USD 300 billion allocated for climate finance at the COP29 summit, stating it falls short of what is needed to address the climate crisis.
In an exclusive interview with the BBC, Environment Minister Thoriq shared the Maldives’ perspective on the decision made at the summit. While the Maldives does not consider the approved amount adequate, the Minister noted that the country accepted the decision in the spirit of fostering multilateral cooperation.
Highlighting the Maldives’ climate initiatives, Minister Thoriq stated that the Government aims to transition 33% of the nation’s energy consumption to renewable energy. He emphasised that achieving this goal, a key policy of President Dr Mohamed Muizzu, requires significant financial support.
During the interview, the Minister outlined the challenges faced by the Maldives due to climate change, including unprecedented heavy rainfall this year, coastal erosion, and water salinity issues. He underscored the urgent need for foreign financial assistance to address these issues effectively.
Minister Thoriq reiterated that the USD 300 billion pledged at COP29 is insufficient and emphasised the necessity for this funding to be provided as free aid rather than loans. He argued that developing countries require substantially more support, estimating that USD 1.3 trillion annually will be needed by 2035 to combat the effects of climate change.
The Minister also criticised major countries for their reluctance to provide adequate financial assistance despite being the largest contributors to greenhouse gas emissions. He pointed out that these nations are allocating significant resources to warfare while neglecting the urgency of addressing climate change.

Speaking on a PSM News programme, the Minister highlighted that the fund has so far collected over USD 5.8 million, with the goal of reaching USD 6.5 million by the year’s end.
During the interview, Dr Shaheem emphasised the importance of further developing the Zakat Fund to enhance its sustainability and effectiveness. The fund is primarily used to support the poor and needy, provide educational assistance, and cover medical expenses.
In line with President Dr Mohamed Muizzu’s pledge, the Government aims to expand the scope of the Zakat Fund by investing in Sharia-compliant ventures to grow the fund and ensure broader benefits for the community, including parents and families in need.
To streamline these efforts, the Government has established the Zakat House of Maldives, a dedicated agency responsible for, collecting and distributing Zakat to eligible recipients, compiling and maintaining a register of the poor and needy in collaboration with relevant authorities and developing the Zakat Fund to ensure sustainable benefits for future generations.
This record-breaking contribution to the Zakat Fund reflects the strong commitment of Maldivians to their religious obligations and the Government’s active measures to promote social welfare.

Works of Agricultural Economic Zone to begin early 2026

Managing Director of State Trading Organisation (STO) and Maldives Industrial Development Freezone Company (MIDFZ), Shimad Ibrahim, has announced that practical works on the Agricultural Economic Zone will commence in early 2026.
The project follows an agreement signed in March 2024 between MIDFZ and China Harbor Engineering Company Limited, aimed at ensuring food security in the Maldives by establishing an agricultural economic zone. The initiative includes reclaiming 100 hectares of land to create the necessary space for the project.
Shimad explained that land reclamation was chosen due to the need for a large, continuous area to maximise the project’s efficiency and profitability. He stated while smaller islands are available, consolidating the project in one large location was deemed more effective. In addition to agricultural activities, the zone will feature a training centre and accommodation blocks.
The Agricultural Economic Zone will cultivate various vegetables and fruits, while also producing poultry and chicken eggs. Shimad highlighted that the project is expected to have a significant impact on the Maldives’ food imports, reducing dependence on foreign markets. He expressed optimism that the zone would address a large portion of the country’s food needs and help lower consumer prices.
As part of the agreement, the project will include land reclamation in Uthuru Thilafalhu (UTF), the development of primary infrastructure, an agricultural industrial park, passenger and freight terminals, and other necessary facilities. MIDFZ stated that this initiative aims to revitalise the Maldivian agricultural sector by attracting investors, boosting domestic production, and diversifying the range of locally available food products. The project is also expected to reduce reliance on imports and minimise the outflow of foreign currency.
Minister of Economic Development and Trade Mohamed Saeed described the initiative as a pivotal step towards cultivating 80 per cent of approximately 15 varieties of vegetables and fruits commonly consumed in the Maldives. Meanwhile, Minister of Agriculture and Animal Welfare Dr Aishath Rameela announced that the government has identified the specific crops to be grown and outlined the extent to which imports could be reduced following the project’s implementation.

To assist those in need, the Government is running two special programmes. A total of 194 stakeholders have been trained under the initiative.
Additionally, the Government has launched the “Haalu Belun” programme, which involves ministry-led household visits to collect information and extend assistance. Relocation of funadhoo oil storage to Thilafushi to boost capacity and stabilise prices

CEO and Managing Director of State Trading Organisation (STO), Shimad Ibrahim, has announced that relocating the oil storage facility from Funadhoo to Thilafushi will significantly enhance storage capacity and lead to potential reductions in oil prices.
Speaking on a programme aired on PSM News, Shimad highlighted the numerous challenges currently faced in storing oil at Funadhoo. He explained that the limited space and the inability of large ships to dock at the island have constrained the expansion of operations. Relocating the facility to Thilafushi will address these issues and marks one of the largest projects undertaken by STO to date.

Shimad stated that this move would enhance operational efficiency and contribute to stabilising oil prices in the market.
Shimad revealed that a consultant has already been appointed to oversee the relocation project. He said thee detailed design and concept development are underway, with practical work expected to commence soon. He further added the project is anticipated to take between 18 to 24 months to complete.
The Government plans to transform Funadhoo into a special economic zone following the relocation of the oil storage facility. This initiative aligns with broader national efforts to enhance the Maldives’ economic and logistical capabilities. STO expects the project to improve the country’s fuel supply chain and reduce logistical challenges.
