UNDP has played a pivotal role in shaping the Maldives’ development trajectory: President Dr. Mohamed Muizzu

President His Excellency Dr Mohamed Muizzu has stated that the United Nations Development Programme (UNDP) has been instrumental in shaping the Maldives’ development path. He made this remark during his address at the ceremony marking the 45th anniversary of UNDP in the Maldives.

The commemorative event, held on Thursday evening, was attended by members of the cabinet and key figures from the UNDP.

In his address, President Dr Muizzu emphasised that 45 years marks a significant milestone in the partnership between the Maldives and the United Nations. He highlighted that this collaboration has been crucial in addressing the aspirations and challenges faced by the Maldivian people. He further noted that the Maldives-UNDP partnership is founded on shared values of progress, development, and human dignity, with a commitment to sustainable development and a future where every Maldivian has the opportunity to thrive.

Reflecting on UNDP’s early role in the country, the President recalled the Maldives’ transformation from one of the least economically developed nations to a modern, resilient, and forward-looking country.

“Since UNDP opened its country office in the Maldives in 1978, it has been a constant presence in our journey towards sustainable development. UNDP’s expert support was vital in helping the Maldives graduate from Least Developed Country status in 2011,” the President said.

He added that UNDP has broadened its focus over the years, addressing not only basic development needs but also more recent initiatives centred on climate resilience, economic diversification, social inclusion, women’s empowerment, good governance, and institutional reform.

“Together, we have faced challenges, celebrated victories, and forged a path towards a brighter future for our nation amidst the complexities of a rapidly changing world,” he remarked.

 President Dr Muizzu also spoke about his administration’s aspirations to make the Maldives a fully developed nation by 2040, with a strong focus on the digital economy and sustainable development.

“We rely on UNDP’s continued support to achieve these goals and are grateful for the assistance provided in developing the twenty-year development plan and the Government’s Strategic Action Plan (SAP), both of which are currently underway,” he added.

The President concluded his speech by thanking the United Nations for its enduring and invaluable contribution to the nation over the years.

Gov’t to assess the wealth of natural resources in Maldives

Minister of Climate Change, Environment and Energy Thoriq Ibrahim announced that the ENDhERI project launched to assess the wealth of natural resources in the Maldives will be rolled out across the country. He made the remarks during the handover ceremony for the “ ENDhERI Small Grants 2024”, in Fonadhoo, Laamu Atoll.

The event marked the allocation of USD 97,724 to three local associations. Additionally, USD 390,896 was donated to the island council for the effective management of protected areas within the atoll.

Minister Thoriq noted that while many foreign nations recognize the value of such resources, critical assets in the country such as reefs, and marine ecosystems remain largely unassessed. He highlighted that the ENDhERI project aims to create natural capital accounts for the atoll and will be implemented nationwide.

As part of the ENDhERI project, the University of New South Wales (UNSW) was contracted to conduct assessments of the country’s natural resources. A team from UNSW is scheduled to visit Maldives in November to share the findings of the studies and provide training to relevant institutions.

UNDP emphasizes long-term policies for Maldives’ SDG success

Assistant Secretary of the United Nations and UNDP Regional Director for South Asia and the Pacific, Kanni Wiganaraja, has underscored the importance of long-term policies in the Maldives to achieve the Sustainable Development Goals (SDGs). Her comments came at the conclusion of her visit to Fuvahmulah City.

Wiganaraja commended the Maldives for its commitment to long-term development strategies, emphasising that sustainable progress cannot be realized in a short time frame. She highlighted the necessity of establishing a robust policy framework to guide these efforts.

The Regional Director noted that the UNDP prioritizes the development of a comprehensive 20-year national plan. She stressed that the effective implementation of this plan is vital, as investment across various sectors is essential for reaching sustainable development objectives. Key focus areas include strengthening the technical sector, empowering women, and investing in renewable energy.

Wiganaraja pointed out that enhancing digital infrastructure can have a positive impact on numerous SDGs. Additionally, she emphasized that empowering women and expanding educational opportunities are critical investments for sustainable development. She also addressed the importance of renewable energy, explaining that the Maldives currently faces high costs associated with oil. She further noted that diversifying investments into renewable energy could significantly lower these expenses.

The responsibility for the national development plan rests with President Dr Mohammed Muizzu, who has committed to prioritizing this initiative. In a recent social media post announcing the plan’s launch, the President described it as a national effort aimed at securing a brighter future for the country. He emphasised that the plan is a crucial step toward the development of all citizens and the well-being of future generations.

Unlocking creativity’s potential calls for mental health prioritisation: President Dr Muizzu

President His Excellency Dr Mohamed Muizzu has stated that mental health accounts for half of sound health.

The President made the reflective statement on his official ‘X’ account, highlighting the essential role mental health plays in fostering creativity, diligence, and productive, results-oriented behaviour. He called for greater focus on mental well-being, urging everyone to prioritise it.

World Mental Health Day aims to raise global awareness of mental health issues and mobilise efforts to support those affected. This year’s theme, “Mental Health at Work,” focuses on the significance of mental health in professional environments.

Temporary drainage systems have reduced flooding: MNDF

Maldives National Defence Force (MNDF) Fire and Rescue Services have revealed that the temporary drainage systems installed in Male’ City have considerably improved the efficiency of flood drainage efforts.The government announced that work on the drainage systems commenced on May 9, aimed at reducing flooding until the city’s road construction—financed by a grant from the Chinese government—is completed. The roads in Male’ City are susceptible to flooding during the rainy season, leading to water damage in some homes.

The vicinity around the Indira Gandhi Memorial Hospital (IGMH) which was among the most flood-prone locations in the city during the rainy season remained unaffected with the latest developments. Similar improvements were noted in two other locations: near West Park and the Villingili Ferry Terminal. Although these areas had flooded in the past, the temporary drainage measures showed a positive impact.

The Maldives National Defence Force (MNDF) reported that the new drainage system has improved the efficiency of flood management operations. Head of the Male’ Fire Station, Lieutenant Ahmed Firushan stated that MNDF can now carry out flood drainage more effectively with fewer pumps. Public feedback on the temporary drainage systems has been positive, with individuals expressing that these systems have been essential in preventing flooding, even during light rain.

ACC calls for regulations governing doctors in private institutions

The Anti-Corruption Commission (ACC) has highlighted the challenges faced by doctors in government hospitals when providing services, attributing these issues to the absence of regulations for their work in private hospitals and clinics.

This statement emerged from the ACC’s corruption risk assessment of the health welfare system in the Maldives. The assessment aimed to evaluate the system’s vulnerability to corruption and propose measures to mitigate these risks. It identified several systemic issues, noting that essential regulations needed for effective health service delivery have yet to be established in the country.

The ACC pointed out that there are currently no established procedures regarding diagnoses, pricing, treatment plans, or clinical guidelines in private facilities. Furthermore, there are no specific rules governing doctors employed in these private institutions, leading to conflicts of interest, inconsistent patient interaction times, and inadequate monitoring of medical services. The report also indicated that these gaps facilitate the potential for illegal benefits.

Additionally, the ACC noted the absence of robust regulations to uphold integrity and combat corruption in the pharmaceutical sector. It highlighted the lack of a systematic approach for determining drug prices and for centrally monitoring the stock of imported medicines. Moreover, it was revealed that medicine prices are not consistently aligned with their strength or volume, contributing to corruption and service delays.

In response, the ACC has recommended the development of comprehensive regulations aimed at preventing corruption within the health system while ensuring integrity in service delivery. The report outlines 14 recommendations to tackle corruption and promote an equitable welfare system, along with six additional suggestions to enhance the overall health infrastructure.

State revenue in September exceeds projections by 28.7 percent

Maldives Inland Revenue Authority (MIRA) has revealed that the state revenue for September reached 149 million, marking a significant increase of 28.7 percent over the projected revenue for the month. This amount also reflects a 93.1 percent rise compared to the revenue generated during the same period last year.

The latest statistics publicised by MIRA indicate that Goods and Services Tax (GST) were the primary contributors to state revenue, accounting for 44.5 percent of the total, contributing USD 66 million. Tourism Land Rent was the second-largest contributor, generating USD 23 million, or 15.7 percent of the total revenue.

Additionally, the statistics indicate that MIRA collected USD 14.9 million as Lease Period Extension Fees, USD 9.6 million as income tax and USD 6.6 million as Airport Development Fee. Other taxes and fees amounted to USD 26.6 million. MIRA also reported that state revenue received, in dollars, totalled to USD 102.05 million.

MIRA attributed the revenue increase in September, compared to the previous year, to several factors, including higher revenue from GGST, TGST, and leased resorts. It noted that the rise in Lease Period Extension Fees and Land Acquisition and Conversion Fees also contributed to the overall increase in state revenue.

Last year, MIRA collected GST and rental payments of resorts in October 2023, as the initial deadline coincided with a public holiday. MIRA indicated that the unchanged deadlines for this year were a factor in the greater revenue received in September compared to last year. Additionally, the 13th amendment to the Tourism Act, which extended the Resort Lease Period Extension Fee to 99 years, also played a significant role in boosting revenue. Moreover, the number of tourist arrivals in September exceeded expectations by 8.1 percent, further enhancing the revenue collected.

Applications opened for the Fishermen’s Day awards

The Ministry of Fisheries and Ocean Resources has revealed that applications for the Fishermen’s Day awards are now open.

This year, the 44th Fishermen’s Day will be celebrated in the capital, Male’ City, with plans to hold next year’s festivities on an island. The awards will recognise fishermen who are solely engaged in fishing and do not earn income from other sources. The categories include the most dedicated young fishermen under 35 and the most experienced fishermen among those over 35.

Interested applicants can download the application form from the fisheries ministry’s website. The deadline for submissions is November 7 at 1400hrs. The applications can be sent to the ministry at [email protected] and may be submitted by individuals or on behalf of others. Fishermen’s Day is celebrated annually on December 10, with last year’s event held in the capital city.

AG emphasizes importance of financial reports to cut expenses

Auditor General Hussain Niyaz has underscored the crucial importance of good financial reports to effectively implement fiscal reforms.

Speaking at the ceremony held to launch the Maldives Sustainability Reporting Framework, Auditor General Niyaz emphasised the vulnerable financial situation of the Maldives, assuring that efforts are currently underway to overcome this situation. He highlighted the necessity of submitting strong financial reports and auditing financial transactions, in order to reduce costs sustainably. Niyaz revealed that efforts are being exerted to complete significant audit reports by the end of this month, adding that the auditing works related to the government’s Financial Statements Report of 2023 is nearing completion.

During the ceremony, the Maldives Sustainability Reporting Framework was launched. This framework was introduced by the United Nations Development Programme (UNDP), in collaboration with the Capital Market Development Authority (CMDA).

The government has been exerting several efforts to improve the financial situation of the economy. As such, it has informed state-owned enterprises (SOEs) to lower expenditures, maintaining good relations with investors, and securing financial assistance from international financial authorities and foreign countries.

Dharumavantha Hospital unveils state-of-the-art operating theatre, boosting Maldives’ healthcare

Dharumavantha Hospital has unveiled its state-of-the-art operating theatre, marking a significant enhancement to the Maldives’ healthcare system.

Dharumavantha Hospital has become a cornerstone of the country’s health infrastructure, featuring a range of advanced services across its multiple floors, each designated for specific procedures. 

Notably, during the COVID-19 pandemic, the DH-11 floor was transformed into a dedicated treatment centre for critically ill patients. It is now equipped for complex surgeries involving the heart, brain, and spinal cord, utilizing cutting-edge technology that had remained unused for five years due to various challenges.

As of Friday, surgical operations have commenced in the world-class theatre on the 11th floor of the hospital. This hybrid operating theatre and catheter lab will facilitate surgeries on the brain, stomach, and heart, as well as various procedures addressing bleeding in different body areas. The hospital is actively seeking additional resources to broaden the range of services it offers.

The DH-11 also features a dedicated ICU capable of accommodating up to 10 patients, ensuring that those who have undergone major surgeries receive priority monitoring. A specialized team of trained nurses is in place, with ongoing training for additional staff.

The Indira Gandhi Memorial Hospital (IGMH) already boasts a robust cardiology team skilled in open-heart surgeries. In the field of neurosurgery, emergency procedures have been conducted for the past two years, and the recent addition of esteemed neurosurgeon Dr. Ali Niaf in July has strengthened the neuro department.

Gov’t aims completion of Junior Colleges in Velidhoo and Dhidhdhoo by next year

Minister of External Affairs of India Dr. Subrahmanyam Jaishankar has physically observed the ongoing development of the the Greater Malé Connectivity – Malé to Thilafushi Link Project. The minister was accompanied by the Minister of Construction and Infrastructure, Dr. Abdullah Muththalib and the Minister of Foreign Affairs, Moosa Zameer. The ThilaMale’ Bridge Project is a project initiated with significant assistance of India.

During his visit to the site, Minister Dr. S. Jaishankar met with the staff of Afcons Infrastructure who were contracted with the project and sought the latest updates on the developmental project. The company disclosed that 42% of the project was completed so far.

The ThilaMale’ Bridge Project, worth USD500 million, commenced with a grant of USD100 from the Indian Government, a USD400 Line of Credit by India’s EXIM Bank and with the assistance of the Maldivian Government. The bridge works connecting Male’ City and Gulhifalhu are expected to be completed by March 31, 2026, while the entire project is slated for completion on September 30, 2026.
